Permanent Local Housing Allocation (PLHA)

Housing Tools has assisted 20 communities to apply for and/or administer the formula Permanent Local Housing Allocation (PLHA) program. Each incorporated jurisdiction in California is eligible to apply for PLHA funds from the State to address local unmet needs related to affordable housing and homelessness.

The communities we’ve worked with include:

  • City of Chico
  • Glenn County and the Cities of Orland and Willows
  • Lassen County
  • Plumas County
  • Sierra County
  • Siskiyou County and the Cities of Dorris, Dunsmuir, Etna, Mt. Shasta, Montague, Weed, Yreka, and the Town of Fort Jones
  • Tehama County and the Cities of Red Bluff and Tehama
  • Trinity County

Our firm is an expert in PLHA, having worked in the program since the first Notice of Funding Availability (NOFA) was published in 2020. Two of our longest clients, Siskiyou and Tehama Counties, are administering complex, multi-million-dollar PLHA programs that include two to eight city delegations of PLHA to the county. Housing Tools provides holistic PLHA technical assistance to these programs.

We offer comprehensive grant application and administration services – from developing State-compliant five-year plans/applications, to creating tracking system and conducting long-term monitoring, to preparing grant agreements and project files, to coordinating loan closings, to communicating with the State, developers, service providers, and the public.

City of Willows HOME Administration

Housing Tools is providing administrative sub-contractor support to the City for a 24-unit HOME-funded housing project. Services include: developing the HOME Project Set Up binders, all aspects of labor compliance monitoring, monitoring construction progress, review of project draws, and ensuring compliance with all HOME regulations.

City of Chico Annual CDBG & HOME Monitoring

Our staff conducts the annual and/or periodic monitoring, as requested by the City, for CDBG public services, CDBG assisted public facilities and HOME-assisted affordable housing. Services include review of: beneficiary/tenant files (eligibility/income and other required documentation), efforts taken by grantees to affirmatively furthering fair housing (including outreach to minorities and limited English speakers), monitoring of fiscal and reporting systems, physical inspection of units and the exterior of buildings, and review of grantee audits.
