City of Elk Grove RHNA Sites Analysis

The City of Elk Grove received an SB 2 planning grant from the State of California to study revisions to current zoning code and development standards that will facilitate the development of affordable housing. Housing Tools partnered with Placeworks, Community Economics, and Mogavero Architects to conduct an in-depth analysis of four 12-15-acre sites that are zoned for multi-family development and targeted for addressing the City’s Regional Housing Needs Allocation (RHNA). The study included an assessment of site characteristics and capacity, identification of regulatory barriers to maximize housing production, and recommended modifications to City policies and standards that will encourage greater housing production and maximize housing affordability. The findings and recommendations informed the development of high-density, affordable housing design concepts that are illustrated in the final section of the report.
